{"id":987521989,"date":"2021-05-07T03:10:38","date_gmt":"2021-05-07T02:10:38","guid":{"rendered":"https:\/\/p4h.world\/news\/tobacco-sin-tax-in-bangladesh-earmarked-for-health\/"},"modified":"2023-03-02T10:30:38","modified_gmt":"2023-03-02T09:30:38","slug":"tobacco-sin-tax-in-bangladesh-earmarked-for-health","status":"publish","type":"news","link":"https:\/\/p4h.world\/en\/news\/tobacco-sin-tax-in-bangladesh-earmarked-for-health\/","title":{"rendered":"Tobacco &#8216;sin&#8217; tax in Bangladesh earmarked for health"},"content":{"rendered":"<p>In 2015 the <a href=\"https:\/\/ntcc.gov.bd\/page\/act-rules\" target=\"_blank\" rel=\"noopener\">Bangladesh government<\/a> began to levy a 1 percent <a href=\"https:\/\/ntcc.gov.bd\/uploads\/editor\/files\/HDS-2017.pdf\">Health Development Surcharge<\/a> (HDS) for all tobacco products, an amount of over BDT 600 Cr (~$71M) per year.&nbsp;&nbsp;The funds collected were intended to support key government programs including tobacco control and NCD prevention.&nbsp;However, owing to the lack of a separate economic code for the HDS, procuring the money and utilization became extremely difficult.&nbsp;<\/p>\n<p>The <a href=\"https:\/\/mof.gov.bd\/\" target=\"_blank\" rel=\"noopener\">Ministry of Finance (MOF)<\/a> recently issued an order to create a separate economic code for the HDS, one that would effectively establish a soft earmarking mechanism for tobacco control.
