It was about to be adopted when the people got rid of their president &amp; of all the governement institutions (end of October 2014). The law was once again introduced to the Council of Ministers &amp; discussed on 11th April 2015. In view of the governement hesitation to adopt it, the civil society reacted, urging the transitional government to take its responsibility.
