12 Feb 2014 – UN comments on SP strategy<\/h3>\n

The Planning Commission GED will conduct a consultation workshop on the national Social Protection Strategy (NSPS) with concerned government agencies on\u00a016 February 2014,\u00a0<\/b>which is\u00a0a good chance to provide inputs from the health sector before the strategy is finalized. <\/span><\/p>\n

Some of the observations on the 3rd<\/sup>\u00a0draft are:<\/span><\/p>\n

(1)\u00a0Integration of HCF Strategy<\/b>\u00a0-the draft strategy has evolved to integrate and reflect the previous discussions of key stakeholders on its contents. The draft NSPS<\/span>\u00a0has recognized and integrated the Health Care Financing Strategy (HCFS) as a complement to NSPS under the heading of \u201ccritical importance of affordable health care\u201d. \u00a0However, may I suggest highlighting the goal of Universal Health Coverage as a common priority of stakeholders with the HCFS as a means towards its achievement. Key strategic interventions on HF need to be elaborated in the document.<\/span><\/p>\n

(2)\u00a0Broader Inter-sectoral dialogue<\/b>\u00a0– there is a need for more active engagement and coordination among stakeholders on SP issues. Specifically, the on-going development of a legal framework for SHI as a financing mechanism for moving towards universal health coverage has to be discussed in light of the planned National Social Security Agency legislation. Based on the draft NSPS, the National Social Insurance System will cover all private enterprises in the\u00a0formal sector for pension and other contingencies, including health<\/span>.\u00a0 How does this reconcile with the plan to draft a \u00a0legislation for a stand alone agency to administer the SHP scheme to cover all the population.<\/span><\/p>\n

(3) Need for Robust Monitoring & Evaluation<\/b>\u00a0\u2013 the progress of the NSP Strategy has to be closely monitored by the inter-ministerial steering body to provide appropriate support in attaining its goals. \u00a0The monitoring and performance framework needs to be developed and agreed jointly by the implementing agencies.<\/span><\/p>\n
