From 1989\u20131992, he studied health policy and management as well as epidemiology at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Harvard_School_of_Public_Health\" title=\"Harvard School of Public Health\"><u>Harvard School of Public Health<\/u><\/a>&nbsp;in&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Boston\" title=\"Boston\"><u>Boston<\/u><\/a>, graduating with a&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Doctor_of_Science\" title=\"Doctor of Science\"><u>Doctor of Science<\/u><\/a>&nbsp;in 1992. From 1992\u20131993, he held a fellowship at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Harvard_Medical_School\" title=\"Harvard Medical School\"><u>Harvard Medical School<\/u><\/a>.<\/p>\n<p>Since 1998, Lauterbach has been director of the institute of health economy and clinical epidemiology at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/University_of_Cologne\" title=\"University of Cologne\"><u>University of Cologne<\/u><\/a>&nbsp;and was appointed adjunct professor at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Harvard_School_of_Public_Health\" title=\"Harvard School of Public Health\"><u>Harvard School of Public Health<\/u><\/a>&nbsp;in 2008. He was a member of the&nbsp;<em>Sachverst\u00e4ndigenrat zur Begutachtung der Entwicklung im Gesundheitswesen<\/em>&nbsp;(the council of experts advising the federal government on developments in the German healthcare system) from 1999 until he was elected to the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Bundestag\" title=\"Bundestag\"><u>Bundestag<\/u><\/a>&nbsp;in September 2005. He was a member of the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Bert_R%C3%BCrup\" title=\"Bert R\u00fcrup\"><em><u>R\u00fcrup Commission<\/u><\/em><\/a>, a committee of experts that was established to review the financing of the social insurance systems.<\/p>\n<p>Lauterbach made his entry to the Bundestag with a direct mandate by winning in his electoral district&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Leverkusen_%E2%80%93_Cologne_IV\" title=\"Leverkusen \u2013 Cologne IV\"><u>Leverkusen \u2013 Cologne IV<\/u><\/a>&nbsp;at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/2005_German_federal_election\" title=\"2005 German federal election\"><u>2005 federal elections<\/u><\/a>.
