{"id":987645739,"date":"2016-08-25T05:48:14","date_gmt":"2016-08-25T04:48:14","guid":{"rendered":"https:\/\/p4h.world\/news\/results-based-financing-process-assessment\/"},"modified":"2016-08-25T05:48:14","modified_gmt":"2016-08-25T04:48:14","slug":"results-based-financing-process-assessment","status":"publish","type":"news","link":"https:\/\/p4h.world\/en\/news\/results-based-financing-process-assessment\/","title":{"rendered":"Results Based Financing Process Assessment"},"content":{"rendered":"<p>The <span style=\"font-family: Calibri\">Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC)\u00a0commissioned and <\/span>\u00a0P4H partner (P4H-GIZ Sector Programme, WHO Geneva)\u00a0supported Results Based Financing (RBF) process assessment kicked of in June 2016.<\/p>\n<p><span style=\"font-family: Calibri\"><span lang=\"EN-GB\"><span style=\"font-size: medium\"><span style=\"color: #000000\">In 2013, the Mid Term Review of the Health Sector Strategic Plan (HSSP)\u00a0III, recommended instituting performance management systems in part through a national Pay for Performance strategy (MoHSW 2013).<span>\u00a0 <\/span><\/span><\/span><span style=\"color: #000000;font-size: medium\">The World Bank together with USAID have agreed to support the MOHCDGEC in implementing<\/span><\/span><span style=\"font-size: medium\"><span style=\"color: #000000\"><span lang=\"EN-US\"> a pilot and subsequent roll out of the strategy, which is referred to as RBF.<\/span><span lang=\"EN-US\"><span>\u00a0 <\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span lang=\"EN-GB\"><span style=\"color: #000000;font-family: Calibri;font-size: medium\">RBF fits within the new\u00a0HSSP IV and\u00a0is a core element of the draft Health Financing Strategy. The RBF design details all the roles that are performed by existing Government of Tanzania entities selected based on an assessment of their legislated functions and current capacity. The existing structure of the health sector, via the MOHCDGEC, PORALG- regional government and local government has been respected in this design.<\/span><\/span><\/p>\n<p><span lang=\"EN-GB\"><span style=\"color: #000000;font-family: Calibri;font-size: medium\">The RBF scheme has just completed its pre-pilot phase in Kishapu district of Shiniyanga Region and is rolling out gradually\u00a0since beginning of 2016 in other regions alongside the Big Results Now (BRN) initiative. BRN involves different interventions in different regions; some regions will have programmes to address health facilities, commodities, human resources and reproductive, maternal, new-born and child health (RMNCH), while other regions will implement only a subset of these programmes. All components are highly synergistic with RBF.<\/span><\/span><\/p>\n<p><span lang=\"EN-GB\"><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\">The RBF pre-pilot requires systematic monitoring, evaluation of processes and impact as well as thorough progress documentation.<span>\u00a0 <\/span><\/span><\/span><span style=\"color: #000000;font-size: medium\">To this end,\u00a0<\/span><span style=\"color: #000000;font-size: medium\"> it is suggested to conduct a first process evaluation in Kishapu\u00a0 district and Shinyanga region which will inform further roll out of the system.<\/span><\/span><\/span><\/p>\n<p>The assessment is currently on-going, conducted by an expert team selected from international, regional and national level.\u00a0 Final results are expected to be presented to the MOHDCGEC and relevant stakeholders beginning of October 2016.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC)\u00a0commissioned and \u00a0P4H partner (P4H-GIZ Sector Programme, WHO Geneva)\u00a0supported Results Based Financing (RBF) process assessment kicked of in June 2016.
