{"id":987645758,"date":"2014-05-29T05:48:24","date_gmt":"2014-05-29T04:48:24","guid":{"rendered":"https:\/\/p4h.world\/news\/progress-on-health-financing-strategy-development\/"},"modified":"2014-05-29T05:48:24","modified_gmt":"2014-05-29T04:48:24","slug":"progress-on-health-financing-strategy-development","status":"publish","type":"news","link":"https:\/\/p4h.world\/en\/news\/progress-on-health-financing-strategy-development\/","title":{"rendered":"Progress on Health Financing Strategy Development"},"content":{"rendered":"<p>Since the beginning of 2014 to the end of April the Ministry of Health and Social Welfare (MOHSW)\u00a0and the Health Financing Strategy (HFS) Inter-ministerial Steering Committee\u00a0(ISC) in Tanzania have been conducting regional stakeholder consultations (including consultations with parliamentarians) on 3 different Social Health Insurance options discussed and evaluated for Tanzania (<a href=\"\/wp-content\/uploads\/2014\/05\/HFS-Workshop_3-Options-Comparison-Table_Dec-7-2013.xlsx\">HFS Workshop_3 Options Comparison Table_Dec 7 2013<\/a>).\u00a0 These consultations provided feedback to the ISC on the different concerns of stakeholders and helped them select one preferred SHI model to pursue with the Health Financing Strategy.<\/p>\n<p>Some of the key recommendations of the ISC for the Strategy formulation\u00a0included:<\/p>\n<p>&#8211; Opt for a <strong>Single Payer System compulsory for the whole population<\/strong>, with private health insurances offering doublicative or supplementary health insurance (no opting out option of the single social health insurance fund)<\/p>\n<p>&#8211;\u00a0Have a \u00a0<strong>Minimum benefit package<\/strong> entitlement for all, offered through the SHI<\/p>\n<p>&#8211; Access to the MBP by the poor will need substantial <strong>government subsidies<\/strong><\/p>\n<p>&#8211; Identification mechanisms of the poor have to be put in place and implemented as part of the strategy<\/p>\n<p>&#8211; Create <strong>tax levies earmarked for SHI<\/strong> (e.g. from pension funds, car insurance, private insurance etc.)<\/p>\n<p>&#8211; Enable certain <strong>autonomy of public providers<\/strong> and create a certain level of <strong>competition<\/strong> between them and private providers\u00a0to enhance service quality<\/p>\n<p>&#8211; Create <strong>consumer protection mechanisms<\/strong> as integrated part of the Single SHI System<\/p>\n<p>&#8211; Ensure a strong <strong>regulatory mechanisms<\/strong> are in place for the SHI<\/p>\n<p>&#8211; <strong>Integrate<\/strong> the current work on the <strong>RBF system<\/strong> into the HFS<\/p>\n<p>etc.<\/p>\n<p>With these and some more detailed recommendations in mind, a MOHSW internal team was tasked to work on the development of a 0-Draft of the <strong>Health Financing Strategy<\/strong> in\u00a0mid-May 2014.\u00a0 The 0-Draft is currently reviewed within the management of the MOHSW before being shared with a wider stakeholder group.<\/p>\n<p>A second HFS writing workshop under inclusion of key national stakeholders and DPs\/ P4H partners is envisaged for July\/ August this year under guidance of an international HF expert, likely provided by WHO.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since the beginning of 2014 to the end of April the Ministry of Health and Social Welfare (MOHSW)\u00a0and the Health Financing Strategy (HFS) Inter-ministerial Steering Committee\u00a0(ISC) in Tanzania have been conducting regional stakeholder consultations (including consultations with parliamentarians) on 3 different Social Health Insurance options discussed and evaluated for Tanzania (HFS Workshop_3 Options Comparison Table_Dec&#8230;<\/p>\n","protected":false},"author":1888,"featured_media":0,"comment_status":"","ping_status":"closed","template":"","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":""},"categories":[],"tags":[127],"acf":[],"_links":{"self":[{"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/news\/987645758"}],"collection":[{"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/news"}],"about":[{"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/types\/news"}],"author":[{"embeddable":true,"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/users\/1888"}],"replies":[{"embeddable":true,"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/comments?post=987645758"}],"version-history":[{"count":0,"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/news\/987645758\/revisions"}],"wp:attachment":[{"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/media?parent=987645758"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/categories?post=987645758"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/p4h.world\/en\/wp-json\/wp\/v2\/tags?post=987645758"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
