After the&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0305750X03002122\">community mutuals<\/a>&nbsp;at the communal level and the&nbsp;<a href=\"https:\/\/equityhealthj.biomedcentral.com\/articles\/10.1186\/s12939-019-1089-9\">free care<\/a>&nbsp;for certain people (the elderly, children under 5&nbsp;, the destitute) or certain services (caesarean sections, HIV treatment), Senegal has tested two models for extending health risk coverage.<\/p>\n<p>The first is the decentralization of health insurance (DECAM), with the creation of mutual health insurance schemes at commune level. The second is a&nbsp;<a href=\"https:\/\/www.itg.be\/files\/docs\/shsop\/shsop34.pdf\">large-scale health insurance<\/a>&nbsp;professionalized with, for the moment, two departmental health insurance units (UDAM) in Koungheul and Foundiougne.
