This is well below the 15% commitment contained in the 2001 Abuja Declaration.<\/p>\n<p>To boost health funding, African states agreed a joint declaration in Abuja in 2001,&nbsp; committing&nbsp;each of them to devote at least 15% of their overall&nbsp;budget to health. Of the State&#8217;s 2021 budget of 2,110,974,000 FCFA, only 11.93% has been earmarked for health, reports the Centre d&#8217;\u00e9tude et de recherche appliqu\u00e9e en finances publiques (CERA-FP) in the Civil Society Memorandum on the State budget, management 2021.<\/p>\n<p>In the rectified draft State budget for 2020 management submitted to the National Assembly, the health budget has been revised downwards. Initially at 13.96&nbsp;%, it fell to 12.84% on a total of 2,507.62 billion FCFA, CERA-FP also points out in its report.&nbsp;<em>Citizen analysis of the amended finance bill 2020<\/em>. For the 2019 budget, only 11.12% has been allocated to healthcare.<\/p>\n<p>However, the share allocated to the education sector represents 22.76% of the State budget in 2020, compared with the 20% commitment made at the World Education Forum in Dakar in 2000.
