Key national level organizations from the Russian Federation, the Federal Compulsory Health Insurance Fund<\/strong> and the Federal Institution \u201cCentral Research Institute for Organization and Informatization of Healthcare<\/strong>\u201d of the Russian Ministry of Health hosted a delegation from Kazakhstan who visited to learn more about financing primary health care. <\/span><\/span>The delegation from Kazakhstan included top leadership from the Republican State Enterprise \u201cNational Scientific Center for Health Development named after<\/strong><\/span><\/span> Salidat Kairbekova”<\/strong> of the Ministry of Healthcare of the Republic of Kazakhstan (an organization that has been the health policy think tank for over two decades) and from the Republican Center for Primary Health Care,<\/strong> created recently to improve primary health care.<\/span><\/span> <\/span><\/div>\n

The agenda focused on approaches to payment for primary health care in the Russian Federation, namely, how the basic and differentiated per capita funding standards for covered population are calculated and how preventive medical examinations and screenings for adults and children are carried out.<\/span><\/span> The parties also discussed the performance indicators for primary care organizations that are used for various payment incentives.<\/span><\/span> As a result, an agreement was reached to continue the collaboration between the Russian Federation and the Republic of Kazakhstan<\/strong> in order to exchange experiences in mandatory health insurance implementation.<\/span><\/span><\/span><\/p>\n
