The intended purpose of the subvention is to pay for medical care to insured persons upon the occurrence of an insured event.<\/span><\/span> <\/span><\/p>\nLast year, 2 trillion and 746 billion rubles were allocated to territorial compulsory medical insurance funds.<\/span><\/span> The per capita standard<\/strong> established by the State Guarantees Program for regional medical organizations (excluding federal ones) was provided in the amount of 15,823.6 rubles<\/strong>; and compared to 2022, it increased by 11.6%<\/strong>.<\/span><\/span> <\/span><\/p>\nSalaries of health workers at health care organizations engaged into the health insurance system (public providers) were as follows:<\/p>\n
\n- For doctors: 114.3 thousand rubles<\/strong> on average per month, or 209.4% of the average monthly income in the economy;<\/strong> <\/span><\/span><\/span><\/li>\n
- For nursing staff: 54.5 thousand rubles<\/strong>, or 99.7% of the average monthly income in the economy;<\/strong><\/span><\/span><\/span><\/li>\n
- For nurse’s aids: 46.7 thousand rubles, <\/span><\/span><\/strong>increasing by 9.1% in 2023 compared to 2022.<\/span><\/span> <\/span><\/li>\n<\/ul>\n
Financial support for territorial compulsory health insurance programs, including the per capita funding standard, is growing annually.<\/span><\/span> In 2017, the standard was 8,896 rubles, and in 2023, taking into account the federal medical organizations, it reached 16,766.2 rubles. <\/span><\/span><\/span>Every month, the Federal Fund monitors the volumes and costs of territorial compulsory health insurance programs according to the types of medical care.<\/span><\/span> Financial support for territorial programs by constituent entities of the Russian Federation in 2023 amounted to 2 trillion <\/span><\/span>795 billion rubles.<\/span><\/span> <\/span><\/p>\nSince 2019, the Compulsory Health Insurance Fund participated in the federal project \u201cDevelopment of the primary health care system.\u201d<\/strong><\/span><\/span> From year to year, preventive programs and the list of screening tests for malignant tumors are expanding.<\/span><\/span> Last year, 82.1 million people took preventive measures. <\/span><\/span><\/span>Financial support for highly specialized medical care<\/strong> within the framework of basic and territorial compulsory health insurance programs amounted to 198.8 billion rubles<\/strong>, which is 19.7% more than in 2022.<\/span><\/span> <\/span><\/p>\nNumerous specialized care programs were funded separately. <\/span>Almost 120 billion rubles were allocated to pay for highly specialized medical care outside the basic compulsory medical insurance program.<\/span><\/span> <\/span><\/p>\nIn the context of building a patient-oriented healthcare model, the Fund will continue to introduce information technologies (digitalization)<\/strong> to quickly resolve issues with access to quality of medical care, and to introduce effective ways to pay for medical care and to control the expenditure of regional compulsory health insurance funds.<\/span><\/span> More than 53 million users of the State Services portal were sent information about insurance and attachment to a medical organization.<\/span><\/span> More than 14 million insured persons have compulsory medical insurance policies exclusively in a digital format.<\/span><\/span> This year, digital profiles will be populated with data on all insured persons.<\/span><\/span><\/span><\/p>\n[\/et_pb_text][et_pb_text admin_label=”TO BE EDITED – TEXT OF THE NEWS – BLOCK 2 – Click on the WHEEL icon to open the textarea where you can paste or type your news.
