The report examines the role of social protection in mitigating the impacts of climate change and facilitating a just transition. For the first time, new trend data indicates that more than half of the world\u2019s population are covered by social protection. However, this welcome progress is dampened by the fact that 3.8 billion people are still entirely unprotected from life\u2019s challenges and the impacts of climate change.[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 2 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The global launch was held on 24 September 2024 during a high-level event at the United Nations headquarters in New York, on the margins of the United Nations General Assembly. Organized by the ILO in collaboration with the Permanent Mission of South Africa to the United Nations, the event provided discussed the report\u2019s key findings by providing a forum for reflection policy recommendations related to universal social protection and climate action.<\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; global_colors_info=&#8221;{}&#8221;]A key theme of the report is the role of social health protection (SHP) in addressing the climate crisis. A legal framework analysis shows that out of 164 countries, 83.6% of the populations have a right to access health care services for free or with limited copayments but that coverage is unequal across income groups. While about two thirds of the global population are effectively protected by a scheme<sup><a href=\"#footnote_0_987722749\" id=\"identifier_0_987722749\" class=\"footnote-link footnote-identifier-link\" title=\"For ILO, a scheme refers to a programme that is anchored in national legislation and characterized by at least a certain degree of formality.\">1<\/a><\/sup>, SHP coverage has stalled since 2020, \u2013 showing important implementation gaps.[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 4 &#8221; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Moreover, despite global progress, barriers to accessing health care remain, particularly in low-income countries.
