ILP aims to transform how primary health services are delivered across the country by promoting integrated care across life stages, strengthening service networks, and improving performance monitoring. Given Indonesia\u2019s size and complexity, including a decentralized health system and multiple financing streams, implementing ILP presents significant challenges.<\/p>\n ThinkWell has been supporting national and local stakeholders to understand and address financing gaps. This has included conducting flow-of-funds analyses, developing costing tools, and offering practical policy recommendations to improve coordination, flexibility, and performance-based funding at various levels of the health system. These efforts aim to ensure that resources are used more efficiently and are better aligned with service delivery goals.<\/p>\n Several of these recommendations are now being tested in districts such as Badung, where new funding mechanisms have been introduced for community health workers. Nationally, discussions are ongoing about streamlining financial flows and developing standard accounting frameworks.
