Though they reflect arbitrations and decisions made at the highest levels by executive powers (presidential or governmental), policy frameworks are not legally binding. Examples include policies like those on free health care, social health insurance and national strategies addressing HF, UHC, social protection and domestic resources mobilization.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;TEXT &#8211; BLOCK 3&#8243; _builder_version=&#8221;4.21.0&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||1em||false|false&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><b>Legal and regulatory frameworks<\/b> are legally binding texts elaborated by legislative or executive powers<span style=\"font-weight: 400;\">, as well as the structures established by a legally binding source impacting SHP and HF. Examples of texts are UHC laws, health fund statutes and decrees. Institutional frameworks were identified as an area for increased attention. Concrete examples of progress in this area in 2023, building on the deep dives developed previously, are <a href=\"https:\/\/p4h.world\/en\/countries\/cote-divoire\/\">C\u00f4te d\u2019Ivoire<\/a> and <a href=\"https:\/\/p4h.world\/en\/countries\/cambodia\/\">Cambodia<\/a>. At the request of the P4H-CFP, Virgile Pace contributed to the \u201cNational experience-sharing workshop on the universal health coverage program in C\u00f4te d&#8217;Ivoire\u201d with a virtual presentation in February. He investigated institutional frameworks in 10 countries among those where the P4H Network had P4H-CFPs: <a href=\"https:\/\/p4h.world\/en\/countries\/burundi\/\">Burundi<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/cambodia\/\">Cambodia<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/chad\/\">Chad<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/cote-divoire\/\">C\u00f4te d\u2019Ivoire<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/ethiopia\/\">Ethiopia<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/mozambique\/\">Mozambique<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/myanmar\/\">Myanmar<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/namibia\/\">Namibia<\/a>, <a href=\"https:\/\/p4h.world\/en\/countries\/niger\/\">Niger<\/a> and <a href=\"https:\/\/p4h.world\/en\/countries\/senegal\/\">Senegal<\/a>.\u00a0<\/span><\/p>\n<p>[\/et_pb_text][et_pb_code module_class=&#8221;p4h-content-grid&#8221;
