Pascal Soglohoun supports Mali in a difficult context
Since October 2021, Pascal has worked to support interest and action in social health protection (SHP) in a fragile state. The ongoing political and security crisis in Mali threatens the health system infrastructure pioneered in previous decades by the government to hedge against financial risk.
He supports health policy planning for SHP and health financing (HF), capitalizing on the implementation of Mali’s medical assistance scheme (RAMED), the integration of various other mechanisms and the development of Mali’s Universal Health Insurance Plan (UHIP, or RAMU in French).Operationalization of the Universal Health Insurance Plan
Pascal’s support focused on developing UHIP’s operational plan, which is part of the work of the select committee for the operationalization of UHIP. The plan has two main sets of actions: actions during the pre-launch period and actions between UHIP’s launch and start of operations. Pascal facilitated consultation with stakeholders of the various health risk coverage mechanisms to identify ways to improve the efficiency and effectiveness of the reform of Mali’s health system.
