This strategic plan used a new approach in the development of the strategic objectives for the Ministry of Health and in the organization and delivery of health and wellness services to the population. The World Health Organization Health Determinants framework was used to define which areas needed to be addressed, what risk factors needed to be looked at and which stakeholders need to be brought to the table in the spirit of cooperation and coordination.\u00a0 It was also based on the WHO Health System Framework which identifies six key pillars in a health system: Governance and Leadership; Service Delivery; Financing; Human Resource in Health; Health Information systems; Medicines and Technology.<\/p>\n
