According to a document published on the Government website, starting from September 1, at least 80% of all government employees must receive the first dose of the coronavirus vaccine, and get the second dose by October 1 or have certificates of immunity from COVID-19. Also, all students over 18 years of age must have a COVID-passport. Both the Certificate of immunity, which is issued to those who were infected and cured from COVID-19, and the COVID-19 Vaccine Certificate, issued to the recipients of two doses of a vaccine against COVID-19, are considered as a COVID-passport.

Earlier, since the end of July, foreigners and stateless persons were required to present a passport confirming full vaccination against coronavirus disease when entering Azerbaijan.

In addition, COVID-passports are mandatory in Azerbaijan to enter public venues, such as restaurants, shopping centers and hotels starting from September 1, 2021.
