Le Gouvernement du Mali a engag\u00e9 depuis 2015 un processus permettant de mettre en place, \u00e0 partir de 2018, un syst\u00e8me de protection sociale contre le risque maladie au profit de l\u2019ensemble de la population malienne. En effet, la mise en place en 2009 de l\u2019Assurance Maladie Obligatoire (AMO) et du R\u00e9gime d\u2019Assistance M\u00e9dicale (RAMED), respectivement pour les fonctionnaires, les travailleurs, les d\u00e9put\u00e9s, les retrait\u00e9s et leurs ayants droits d\u2019une part, et les indigents et autres b\u00e9n\u00e9ficiaires de droit d\u2019autre part, a permis au Mali d\u2019amorcer un syst\u00e8me de couverture maladie bas\u00e9 sur la solidarit\u00e9 et la mutualisation du risque pour certaines cat\u00e9gories de la population. Il en est de m\u00eame pour les garanties offertes par les mutuelles de sant\u00e9 et diverses formes de \u00ab\u00a0gratuit\u00e9s l\u00e9gales\u00a0\u00bb.<\/p>

En 2021, l\u2019AMO, le RAMED, la mutualit\u00e9 et les soci\u00e9t\u00e9s d\u2019assurances priv\u00e9es couvrent environ cinq millions neuf cent onze mille trois cent soixante (5\u00a0911\u00a0360) personnes sur une population estim\u00e9e \u00e0 vingt et un million cent douze mille (21\u00a0112\u00a0000) habitants soit 28% de la population totale. Par cons\u00e9quent, plus de quinze millions deux cent mille six cent quarante (15 200 640) personnes ne b\u00e9n\u00e9ficient d\u2019aucun syst\u00e8me d\u2019assurance maladie.<\/p>

Donc, l\u2019institution d\u2019un R\u00e9gime d\u2019Assurance Maladie Universelle vise \u00e0 assurer l\u2019accessibilit\u00e9 des soins de sant\u00e9 \u00e0 l\u2019ensemble de la population.<\/p>
