Egypt becomes the regional hub for health investment, innovation

Egypt’s Health Minister Khaled Abdel Ghaffar announced that Egypt is becoming a regional hub for healthcare investment through major reforms, digital transformation, and pharmaceutical localisation. Over 1,300 projects worth EGP 177 billion are under way alongside new investment models and expanded universal health coverage. Egypt now leads regionally in biotech and digital health innovation.

Egypt’s Minister of Health and Population, Khaled Abdel Ghaffar, has announced that Egypt is emerging as a regional hub for health investment and innovation, emphasizing the country’s ongoing healthcare reforms and growing public–private partnerships. Speaking at the Global Health Exhibition 2025 in Riyadh, alongside Saudi Health Minister Fahd Al-Jalajel, he stressed that effective health policies form the backbone of resilient and equitable systems and that each dollar invested in healthcare generates up to fourfold social and economic benefits.

Abdel Ghaffar detailed Egypt’s reform agenda aimed at building an investment-friendly, sustainable health system through stronger regulation, digital transformation, private sector empowerment, and pharmaceutical localisation. He noted that 1,300 health projects worth 177 billion Egyptian pounds are under way to improve systemic efficiency and raise hospital bed capacity to 1.34 beds per 1,000 citizens. He also unveiled new investment incentives under the Greenfield and Brownfield models, which will facilitate both the construction of new hospitals and the upgrading of existing facilities, supported by the General Authority for Investment and reinforced by the Concession Law No. 78 of 2024 to enhance transparency and investor confidence.

Digitally, Egypt’s Universal Health Insurance System has delivered over 40 million medical services worth 151 billion Egyptian pounds, issued 20 million digital prescriptions, and achieved full hospital digitisation with AI and telemedicine integration. On pharmaceuticals, Egypt has reached complete localisation of Hepatitis C treatment, significant domestic production of antibiotics and other drugs, and achieved WHO maturity level 3 regulatory status. Abdel Ghaffar called for broader regional collaboration to expand manufacturing, digital innovation, and universal health coverage.
