This paper is the second paper that reviews social health insurance development in Mongolia during 2005-2015. The first paper from 2005 reviewed mandatory health insurance development during 1994-2004. During these years, health insurance brought many new features for health financing, service delivery and resource management. The paper critically examines various reform initiatives and numerous amendments to the Mongolian Citizen`s Health Insurance Law.
