Accelerating progress towards universal health coverage (UHC) in Uzbekistan : A proposal for a National Health System Strategy 2030

The Government of Uzbekistan, with technical support from the World Bank and its partners, has undertaken the development of a comprehensive National Health System Strategy to improve equity, quality, and efficiency across the country’s healthcare landscape. This report presents the outputs of that collaborative effort, including a series of background papers, a strategic concept, and a consolidated roadmap. These elements are the result of rigorous system-wide analysis and reform design, grounded in the principles of universal health coverage and informed by international and national evidence.

The first part of the report includes nine background papers, each focusing on a key health system component, as well as a case study examining the expected impact of reforms at the primary care level in a representative district in Uzbekistan. The second part presents the strategic Concept and Consolidated Roadmap, outlining critical challenges, reform priorities, implementation sequencing, and monitoring indicators. Together, these materials provide a foundation for Uzbekistan’s legislative and policy agenda toward long-term health system strengthening.
