AMG 2011 Comoros mission report

This report is the result of a CREDES mission commissioned by the Ministry of Health and financed by AFD within the framework of PASCO, which was carried out in the Comoros from October 31 to November 19, 2017. The aim was to contribute to the realization of the national policy of Couverture Sanitaire Universelle (CSU), formalized by the presidential decree promulgating the law on CSU on June 22, 2017. The law provides for the creation of a compulsory contributory scheme and a non-contributory assistance scheme for the indigent, offering all Comorians access to a basic basket of care. The term “generalized health insurance” (AMG) is used to designate this system.
According to the mission’s terms of reference (ToR), its general objective was “to propose preparatory elements for the definition of a conceptual framework and a feasibility study for the implementation of an MGA system for the benefit of the Comorian population”. More specifically, “the mission’s deliverables were :
– An analysis of the basic legislative and regulatory texts in the Union of the Comoros for health financing and social protection, with a view to enlightening stakeholders and other actors interested in a CII system;
– Gathering and analyzing the opinions of stakeholders in the health sector and related sectors interested in the implementation of AMG;
– A preliminary financial feasibility study with different scenarios;
– A draft AMG concept document including elements towards :
– definition and pricing of the care basket ;
– an agreement model for healthcare providers;
– an actuarial framework drawn up and validated ;
– an AMG master plan;
