COTE D’IVOIRE: ToRs for the evaluation of the Universal Health Coverage program

According to the statistics, total CMU benefits amounted to 539,989,823 FCFA, broken down into 43% for care and 57% for medicines, mainly under the civil servants’ mutual insurance scheme. For a patient population of 140,974 in a care network comprising 09 university hospitals & specialized institutes, 125 hospital health establishments (CHR/HG), 770 first-contact health establishments (ESPC).

Out of a target of 1,067,761 economically disadvantaged people, 18% have been enrolled, around 85% are in possession of their insurance card.

After seven (07) years of CMU institutionalization, and as the country moves towards harmonization of all reforms, it makes sense to evaluate the existing program with a view to developing a robust CMU model.

This document describes how R4D was selected to carry out this external evaluation.
