This evaluation aims to remedy the lack of systematic examination of the AMO provider payment system, and provides information on reforms designed to link the AMO system, and subsequently the UHIP system, more closely to the principles of strategic purchasing.

The introduction of a new health insurance scheme is an opportunity for Mali to make the transition from its provider payment system to strategic purchasing, in which the principles of health system strengthening – quality of care, equity, accountability, efficiency and financial sustainability – are at the heart of health system financing and service delivery.
The Health Policy Plus (HP+) project, funded by the U.S. Agency for International Development (USAID), has carried out a qualitative assessment of Mali’s current provider payment system in order to evaluate its strengths and weaknesses, and to propose short- and long-term recommendations with the aim of aligning provider payment with the principles of strategic purchasing.
