Optimizing health financing: digital solutions against health care inefficiencies, waste, abuse, and fraud

The Asian Development Bank (ADB) presents Optimizing Health Financing: Digital Solutions Against Health Care Inefficiencies, Waste, Abuse, and Fraud, a comprehensive report addressing the critical challenges of fraud, waste, and abuse (FWA) in health financing systems. Drawing on extensive research conducted from April 2023 to March 2024, the report highlights how inefficiencies in health expenditure threaten universal health coverage (UHC) efforts across Asia and the Pacific. It underscores the importance of digital technologies, advanced analytics, and regulatory frameworks in detecting and preventing FWA.

Through case studies and survey insights, the report identifies key risk factors, such as weak regulatory oversight and inadequate data collection, and provides strategic recommendations for governments and healthcare payers. By investing in structured data systems and fraud detection tools, health financing schemes can enhance efficiency, optimise resource allocation, and strengthen their UHC goals. This report serves as a valuable resource for policymakers and health sector stakeholders.
