The Comorian authorities adopted the final version of the Growth and Poverty Reduction Strategy Paper (DSCRP) in 2009 to cover the period 2010-2014. The implementation of the DSCRP has enabled the government to make progress in strengthening democracy, peace and national cohesion. The return to political stability has created a favorable framework for better governance of public policies and a resumption of international cooperation. These efforts have resulted in a strengthened macroeconomic framework (with positive growth rates over the GPRSP period), external public debt relief and the attainment of the completion point under the Heavily Indebted Poor Countries initiative, opening up new opportunities to enhance growth potential and meet the challenge of developing social sectors. However, the overall growth profile fell short of what was needed to substantially reduce poverty.
As a result, the authorities have undertaken to provide the country with a new integrated development framework, called the “Strategy for Accelerated Growth and Sustainable Development -SCA2D”, covering the period 2015-2019. In so doing, they are asserting their determination to focus their strategy on sustainable wealth creation, and intend to rely on job creation (particularly in the private sector) to ensure that the fruits of growth are properly redistributed.
