Budget allocation for Brazil’s Unified Health System to increase by 6.2% in 2025

Summary: Recent budget discussions in Brazil indicate that the allocation to the Unified Health System (SUS) will increase by 6.2% compared to 2024. The major areas for growth are for primary health care as well as for specialized care.

Brazil’s Unified Health System (SUS) was established in the Federal Constitution of 1988 to provide universal access to the public health system in Brazil. This public health system provides universal access to medical care for all legal residents, regardless of their social or economic status with broad service coverage. The SUS is managed by the Ministry of Health and publicly funded.

At the beginning of May 2025, Futuro da Saude, a Brazilian on-line media platform specializing in health topics, provided an analysis of the country’s budget for health, and more specifically for the public health system – SUS.  It is expected that in 2025 there will be a 6.2% increase compared to 2024, and 27% over 2023.  Based on their analysis, it appears that not all programs will benefit from more resources. For example, both specialized and primary health care services benefit, but there is a decreased allocation for indigenous health.
