CONGO ECONOMY/FINANCE LAW 2021: A NEW TAX INSTITUTED ON UNIVERSAL HEALTH INSURANCE COVERAGE

Congo has instituted Universal Health Insurance Coverage (CAMU) in the 2021 Finance Act.  This new tax is one of the new elements instituted in this law, the popularization campaign for which was launched on Monday February 22, 2021 in Brazzaville. Initiated by the Direction Générale des Impôts et des Domaines (DGID), the campaign will continue in Pointe-Noire, the country’s economic capital. to provide taxpayers with a clearer understanding of how the law works, so as to help them better interpret the instructions for applying all the tax provisions contained in the law.

From July 6 to 9 in Brazzaville, some two hundred agents from the Direction générale des impôts et des domaines (Dgid) are taking part in a capacity-building workshop on new tax collection techniques, in particular the global flat-rate tax and the departmental tax.

Drafted at a time when the country is going through an economic crisis, the 2021 Finance Act took into account a number of recommendations on broadening the tax base. In his speech, Ludovic ITOUA, Director General of the DGID, noted that : ” The new law focuses on three main areas: improving the tax system ; reducing the tax burden and creating a new tax or solidarity contribution for universal health insurance coverage, abbreviated CAMU”..
