GIZ, Amref & ADB Launch AI Learning for Health Insurance Reform

GIZ, Amref Health Africa, and the Asian Development Bank (ADB) are joining forces to unlock the potential of Artificial Intelligence (AI) for social health insurance. Together, they are developing an interactive e-Learning course designed to help policymakers and practitioners in Africa and Asia integrate AI into claims management and fraud control. The initiative builds on a Learning Exchange approach, ensuring content is grounded in real-world challenges and solutions.

As countries scale up national health insurance programmes in pursuit of Universal Health Coverage (UHC), AI offers new opportunities to streamline processes, detect fraud, and improve efficiency. Early adopters such as Nepal, Cambodia, and the Philippines are already piloting AI tools within the openIMIS platform and other systems. However, many countries face barriers, including fragmented databases, outdated records, and gaps in legal frameworks. By pooling knowledge and experience through Learning Exchanges, participants are exploring practical pathways for AI adoption.

The new e-Learning course, to be hosted on Amref’s Jibu platform, will equip professionals with the skills to identify AI entry points and apply them responsibly. With AI expertise and peer-to-peer learning at its core, the programme aims to strengthen digital capacities and advance health financing reforms across partner countries.
