Please find below a summary and update of the Health Financing Strategy development process in Kenya including some milestones since 2012:

          A review of the draft HFS was conducted with support from the Partners for Health consortium (P4H) in 2012. The review identified areas of strengths but also several challenges that need to be addressed in the finalization of the strategy. 

          The Ministry of Health(MOH) embarked on the finalization of the HFS strategy in 2015 by setting up a -UHC-Coordinating Technical Working Group(TWG) and during the Health Financing Inter-sectoral Coordinating Committee held in April 2015 5 Sub-Technical Working Groups(STWGs) were constituted to extensively explore and make recommendations on the functions of Healthcare Financing; Revenue Collection, Pooling, Purchasing and Benefit Package, Governance Structures and Quality.

          The 5 Sub-TWGs met bi-monthly from May to July to develop outputs which they submitted to the Coordinating HFS working group in August 2015 to be included in the draft Healthcare Financing Strategy.

          A stakeholder analysis supported by GIZ-HSP and P4H was commissioned in September 2015 to identify and engage critical stakeholders i.e. Council of Governors to better understand their views on elements of the Healthcare Financing Strategy. The stakeholder analysis report was submitted to the Ministry of Health in November 2015 to guide the HFS stakeholder engagement process.

          At least 4 UHC-Coordinating TWG meetings have been held from January to May 2016 where an iterative process of deliberations and agreements have been made to finalize the HFS.

          The HFS has also been discussed and passed by the UHC-Steering Committee in May 2016.

          THE HFS will be circulated for external review in June 2016.

The UHC Steering Committee has representation from GIZ,KFW,JICA,USAID,WHO,WBG and MOH;

The UHC-Technical Working Groups have 5 chairs drawn from GIZ-HSP, USAID, IFC, WHO,NHIF and MOH.
