Innovative health financing in Congo: a tax on harmful products

The private sector at DRC is involved in discussions on an innovative financing mechanism, a specific tax earmarked for health promotion. The revenue from this tax on harmful products is intended to feed the Health Promotion Fund on a permanent basis.

On June 11, 2025, the innovative financing mechanism, a tax specifically earmarked for health promotion within the framework of universal health, was the subject of an exchange and information session with members of the Fédération des Entreprises du Congo. This tax on products harmful to health is earmarked for the Health Promotion Fund (FPS).

The FPS in the Democratic Republic of Congo is a public organization, founded by Decree no. 22/13 of April 09, 2022 . Its purpose is to support prevention and health promotion programs, and to ensure healthcare coverage for all residents, particularly vulnerable populations. It aims to guarantee access to quality care without financial hardship, based on the principles of equity, quality assurance, financial protection and national solidarity.
