Irish Government publishes Path to UHC Programme 2025+

The new government administration in Ireland, elected at the end of 2024 recently published their plan for continuing on the path to UHC. In 2017, the ten-year Sláintecare health plan was launched.  This plan update builds on findings from previous progress monitoring.

The Sláintecare report, published in 2017 provides the basis for Ireland’s efforts towards Universal Health Coverage. This 10-year health plan outlined five interrelated components:  population health; entitlements and access to healthcare; integrated care; funding; and implementation. The goals of this plan were to establish a universal, single-tier health service and reforming the health system “towards quality integrated primary and community care”.

The stated vision for Sláintecare 2025+ , published by the Department of Health in May 2025, is to provide universal, accessible, affordable, person-centred, safe and high-quality health and social care for all the people of Ireland. To achieve this vision, the mission is to deliver more timely access, high quality, lower-cost patient care and better health outcomes in partnership with the people who use health services. This will be done by increasing capacity, improving productivity and delivering more efficient and integrated care.
