Nachiket Mor, the visiting scientist at The Banyan Academy of Leadership in Mental Health, highlights the need to ensure maximum value for the Rupee spent by the consumer. He argues that the Indian government spends 1.25% of GDP on Health, which however insufficient, is a substantial amount and needs to be spent efficiently.
In recent years, India has established State Health Authorities to effect a ‘purchaser-provider split’ at the state level. However, in the face of inadequate state capacities, such mechanisms run the risk of fragmentation, often resulting in poor health outcomes. He demands an enquiry into the state capacities and how they can be improved specifically in the context of institutional design, resourcing, and prioritisation.
He advocates creating value-based healthcare by promoting high quality integrated primary care for the consumers. He suggests investing in shared platforms for Primary Care Providers as well as financial instruments like Health Savings accounts and Community Based Health Insurance approaches.
