The P4H mission included an assessment of the proposed National Health Insurance Scheme (NHIS), in particular the part it can play in helping to achieve universal coverage and social health protection (SHP), its links to health reform and the broader social protection framework, and an assessment of the operational design issues of the proposed scheme.

As a result of the mission, the originally proposed draft bill for the NHIS is being revised, taking into consideration the objective of SHP and alternative options outlined in the P4H mission report (2009). The Government of Uganda has formed an inter-ministerial committee to discuss and further develop the NHIS, comprising the Ministry of Health (MoH), the Ministry of Public Services (MoPS), the Ministry of Finance (MoF) and the Ministry of Labour (MoL).
