President Putin signed a law for user-friendly identification of insured status

The compulsory health insurance participation status can now be issued in a variety of forms: on paper, or as a bar code otherwise recorded on various information carriers intended for applying, storing and transferring information on insured status.

According to the law, health insurance participation status is “a unique sequence of characters in a machine-readable form”, assigned to an insured person in the unified register of insured persons.

Insured status data will be stored in the unified register, where information will be entered by the territorial Health Insurance Funds based on information provided by public authorities, including civil registry offices. This will allow to define an insured status upon birth or acquisition of citizenship, as well as based on the application from the insured person.

From January 1, 2024, when accessing medical care, it will be possible to present only an identity document. Insurance status verification on paper or by a plastic card will not be required. “The transition to accounting for insured status through the unified register simplifies the use of compulsory medical insurance system”, – noted the Committee on social policy of the Federation Council.
