Report on strategic purchasing mechanisms

A study was presented, mapping purchasing mechanisms in Burkina Faso. There is no obvious link between the mix of purchasing mechanisms and provider behavior. The presentation gave rise to a rich exchange of views, and the session helped to reinforce skills in purchasing concepts, issues and key areas of strategic purchasing. The specialists themselves raised original questions, such as the place of the mix in relation to other determinants of provider behavior, determinants of beneficiary behavior, the role and specific place of drugs (public sales policy) and tariffs resulting from public funding and regulations in provider and beneficiary behavior.

The presentation of the study was an opportunity for the national side (DES, Equipe Fonctionnelle n°2, DGESS, ST AMU) and the main partners involved in the subject (World Bank, WHO, DUE, and also TdH), to take stock of the development of strategic purchasing reforms. The work carried out by the Director of DES past ST CSU (Cabinet of the Ministry of Health) was presented, as was the initiative undertaken by the DGESS, supported by the World Bank, to draw up a strategy in this area.

The next step will be for the Ministry to federate energies so that a guide document is effectively drafted that takes into account the innovations resulting from the work of the last few years, and that can be drawn up very quickly (before the end of February 2018) to meet the programming requirements of the GFF project.
