Research Article: Developing Qatar’s social health insurance law

The social health insurance scheme in the State of Qatar provides universal health insurance for all people in the country, and offers members a choice of providers from across the public and private sectors. It forms a key part of the realization of the National Health Strategy and the overall Qatar National Vision. (Health Insurance, https://hukoomi.gov.qa)

This article critically examines how Qatari legislators incorporate appropriate national laws to meet public health needs and concerns, particularly access to quality healthcare. The law has been, and will continue to be, a fundamental tool for solving critical health problems in national and local communities. 

This article is a constructive attempt to pave the way towards an improved health insurance scheme for the nation based on a legal and economic analysis of health insurance. The authors advise that Qatar should move towards combining health insurance funds to overcome the challenge of fragmented insurance schemes with different target populations, prepayment structures, benefits packages, and development histories. This study addresses the differences and operational challenges in the main areas of the health insurance system to inform designing and implementing the merging process of universal health insurance schemes in Qatar.
