The paper “Strategic purchasing for UHC: Key policy issues and questions” is a summary from expert and practitioners’ discussions held during the strategic purchasing events organized in April 2016 in Geneva and in September 2016 in Rabat. The paper frames five key policy issues which are considered critical for reforms to shift towards strategic purchasing: 1) governance; 2) information management systems; 3) benefit package design; 4) mixed provider payment systems; and 5) managing alignment and dynamics.
