The Government of Mozambique announced on 4th. April, 2019 that user fees in the health sector are suspended in Sofala province, in order to facilitate access to health services to population affected by Cyclone Idai.
It will be of foremost interest to analyse implications of this temporary policy, intented to finish in December 2019, on revenue collection, delivery and use of services, health outcomes, and financial protection.
Mozambique has one of the lowest level of OOP in the world (12%), and a high level of financial protection, wich officially 0% of the population that spend more than 10% of non-food consumption on health (SDG 3.8.2). However, the challenge of low quality in public facilities will likely shift demand to the private sector, thus increasing private financing, OOP and catatrophic expenditure.
