The implementation of the Digital Medical Profile (DMP) marks a new era in healthcare quality for those insured under the Compulsory Medical Insurance (CMI) system. This initiative will contribute to achieving Russia’s national goal of increasing life expectancy to 78 years by 2030, as highlighted by Ilya Balanin, Chairman of the Federal Compulsory Medical Insurance Fund (FCMIF), during the round table “Unified Digital Platform ‘Health’: A Step into the Future of Medicine” at the 3rd National Healthcare Congress.
To facilitate personalized record-keeping for insured individuals, Russia has already implemented the Federal Register of Insured Persons. This system integrates data from 86 regional segments, enabling the transition to digital CMI policies and eliminating paper and plastic versions.
The next phase is the design and implementation of the Digital Medical Profile (DMP)—a hybrid data repository that consolidates information from various medical systems.
“We are confident that the in-depth analysis enabled by the DMP will elevate healthcare planning, tailoring medical services to individual needs. By integrating data and ensuring rapid access for both doctors and patients, we enhance medical service quality and personalization. This shift aligns with the President’s vision to increase life expectancy to 78 years by 2030,” stated Ilya Balanin.

- Notifications regarding preventive check-ups, screenings, and health monitoring will be delivered via Gosuslugi, Russia’s government services platform. This will also enhance insurance representatives’ ability to support insured individuals at all stages of care.
- Territorial CMI funds will benefit from consolidated federal-level data to transition to centralized reporting systems, improving efficiency and transparency.
- Healthcare providers will gain real-time access to a patient’s medical history across regions, medical organizations, and federal/private clinics—with the patient’s consent.
- The DMP’s risk analysis and monitoring tools will improve control over service volume, timing, quality, and conditions, while automating and optimizing healthcare system management.
