Will Jamaica’s National Health Fund be transformed into a national insurance scheme?

The Minister for Health in Jamaica hints that the National Health Fund may be changed to a national insurance scheme. This evolution was proposed in the 2019 Green Paper on the subject.

In August 2023, Dr Tufton (Jamaican Minister for Health) suggested that, in an effort to make the health system more efficient and inclusive, the National Health Fund could be transformed into a national health insurance scheme. His comments follow on from the 2019 Green Paper, tabled in parliament regarding a National Health Insurance Scheme to fund the healthcare sector. The Green Paper proposed a strategy for universal care that underscored the need for adequate financing. At that time, the proposal included three fundamental components: mandatory registration of all legal residents in Jamaica, to permit pooling of resources; membership guarantee and entitlement; and a defined basket of services.
