The National Health and Social Development Plan III (2019-2028) is the reference document for the Senegalese government’s health policy. This new plan will consolidate the achievements of previous plans and is adapted to current needs and to national, sub-regional and international developments, including : (i) the transformation over time of the various national development reference frameworks up to the Plan Sénégal Emergent (PSE), (ii) Act III of Decentralization with the reform of the health district, (iii) the Lettre de Politique Sectorielle pour le Développement (LPSD), (iv) the National Health Financing Strategy (SNFS) to move towards Universal Health Coverage (UHC), (v) the expansion of the missions of the Ministry of Health to include social action (vi) updating its organization (health and social map, (vi) the launch of universal health coverage (CMU) with the creation of a dedicated Agency, in conjunction with MSAS, (viii) changes in the epidemiological profile and in the public and private supply of services and care, (ix) institutionalizing gender.
The plan was drawn up in a participatory and inclusive way, and the work of the various commissions set up for this purpose resulted in the production of this ambleux ten-year plan, which will meet the real needs of the Senegalese population in terms of health and social action. It is within this framework that the Minister of Health and Social Action will officially launch the Third National Health and Social Development Plan (PNDSS III 2019-2028).
