The P4H Network is the global network for social health protection and health financing. Launched as a pioneering initiative during the June 2007 Group of 8 Summit in Heiligendamm, Germany, its mission is to promote, develop, and strengthen exchange and collaboration advancing universal health coverage through social health protection and health financing.
The P4H Network’s diverse membership includes governments and state actors, multilateral organizations, regional development banks, global health funds, academic institutions, civil society organizations, the private sector. P4H’s five founding members are France, Germany, the International Labour Organization, the World Bank Group, and the World Health Organization.

“Terms of Reference for the P4H Network” is a foundational document of the P4H Network. It sets out P4H’s value proposition and principles, organizational structure, membership criteria, and planning and budgeting activities.
Organization
The P4H Network is composed of the P4H Steering Group (P4H-SG), the P4H Technical Exchange Group (P4H-TEG) and the P4H Coordination Desk (P4H-CD).
