The Seguro Integral de Salud (SIS) was established in 2002 and is Peru’s main effort to expand health coverage. The SIS seeks to reduce economic barriers by eliminating user fees for a package of care. Although its budget has remained low, the SIS has played an important role in reducing infant and maternal mortality.
