This decree sets out the conditions and procedures for affiliation to the compulsory health insurance scheme, in accordance with Articles 4 and 5 of Law N°2021-022 instituting Universal Health Insurance in the Togolese Republic. All natural or legal persons, public or private, employing one or more de jure or de facto workers on the territory of the Togolese Republic, are compulsorily affiliated to the compulsory health insurance scheme in their capacity as employer.
