In this article, researchers analyze the impact of the 2023 Sudanese conflict on the country’s fragile health financing system through interviews with key policymakers. Findings reveal that while the conflict has exacerbated resource allocation challenges, longstanding issues such as high out-of-pocket payments (over 70% of health expenses), fragmented funding, and a weak national insurance scheme are primary barriers to achieving universal health coverage. The authors recommend enhanced state-level capacity for health financing, blended funding models, and coordinated donor support to strengthen risk pooling and financial protection for Sudan’s population.
