Iran’s health system is undergoing significant transformation. The country’s strong foundation in primary health care, established in the 1980s through community health workers, remains a key strength. The Health Transformation Plan serves as the centerpiece of these efforts, and this report evaluates Iran’s key health financing and governance challenges while presenting policy options to sustain progress toward universal coverage.
