Innovative financing for noncommunicable diseases in Asia and the Pacific

The publication Innovative Financing for Noncommunicable Diseases in Asia and the Pacific, released by the Asian Development Bank (ADB) in June 2025, examines new strategies to tackle the growing burden of NCDs in the region. Despite noncommunicable diseases accounting for the majority of the global disease burden, they remain underfunded, particularly in lower-middle-income countries facing fiscal constraints. The report emphasises the need for innovative financing solutions to bridge these funding gaps and strengthen early detection, management, and primary health care for NCDs across Asia and the Pacific.

ADB’s report identifies three broad approaches to innovation: diversifying funding sources, introducing novel financial mechanisms, and optimising the use of funds. Drawing on global examples, it offers key policy insights on improving resource mobilisation, pooling, and purchasing within health systems. This publication serves as a guide for policymakers, donors, private sector players, and financial institutions to reimagine health financing and reduce inequalities in NCD care.
