A report by the EU Expert Advisory Group, convened by the Partnership for Health System Sustainability and Resilience (PHSSR), outlines the case for greater strategic investment in health across the European Union. Titled Investing in health for a competitive, secure, and resilient Europe, the report highlights how strong health systems contribute to broader goals such as economic competitiveness, social cohesion, and crisis preparedness.
Drawing on input from policymakers, health authorities, academics, and patient representatives, the report presents a two-pillar framework to guide future EU health investments. It proposes aligning health policy with wider strategic priorities—including innovation, defence, and climate resilience—while improving fund governance and transparency. The report is intended to inform discussions on the EU’s next Multiannual Financial Framework (2028–2034) and support Member States in strengthening their health systems through more coordinated and long-term approaches to financing.
