Originally passed in 1960, an addendum to the National Insurance Act was approved in 1970. At this time, compensation for healthcare was introduced as part of a larger package of services. Funded by compulsory contributions (pay-as-you-go by employers and formal sector employees), cash benefits for medical treatment and pharmaceuticals were provided to those beneficiaries who suffered work-related accidents or illnesses. The last addendum was made in 2016.
