The present publication accompanies the capacity-building activities being conducted on leaving no one behind in the context of sub-national health system strengthening in Mongolia. It was piloted during the last quarter of 2016 through a process involving workshops for more than 100 representatives of authorities from all 21 aimags, 9 districts of Ulaanbaatar, and the Ministry of Health as well as partners.
